key factor in any successful flight operation is timely and accurate information
flow between aircraft, company headquarters, base operators and end users.
For the aircraft contacting a ground support facility to pass on its information,
the only real issue is that the facility being used must be staffed with
competent operators that have the technical capability to receive and deliver
this information to the proper recipient.

Communications from the ground, be it from the company, chartered, ground
handler, etc., is further complicated by the fact that an aircraft in the
air is moving from one communications network to another and the logistics
of making contact can, and will, change minute by minute. In order to deliver
any communication to an aircraft in the air, or on the ground, you first
have to know where the aircraft is, then have the technical skill and equipment
to pass on the information.
